Allow cargo wagons to be placed at stations with snapping

When I place a locomotive, it will snap to a station.
If I set up a train in a push configuration, with a cargo wagon at the front, it will stop with the wagon at the station.
However, I can't simply place a cargo wagon in that spot. I would like to be able to.
