Slow down server game speed when no players

TL;DR

Add server option to change game.speed to specified value when there are no players on the server.

What ?

In server-settings.json I would like to see an option to change game.speed to eg. 0.05 when server is empty (instead of pausing).

Why ?

This would make sure that time in game is flowing no matter what, so if you are playing a coop game you would need to ensure before leaving that defences are in order and pollution is under control. This would give more realistic touch to the game (pausing is unrealistic) and would give an extra challenge to player before they leave and also urge them to come back to check if their base is still standing.

No I don't want this to be a mod. I need it for vanilla server. And I don't want to slow down the game for single player.

Quorum enforcer doesn't sound like what OP is looking for. Unless it can force a fixed game speed when no players are present.
