Pumps draw water

How about if after X number of water draw cycles with a water pump, a water tile on the shoreline of the water source turns to ground?

This way you couldn't power your entire base off just a tiny pool of water and you'd potentially want backup pumps for your steam engines in case the water under them turned to land.

In that case, steam engines ought to retain the water they use instead of letting it boil into the atmosphere. I guess they'd need an output pipe on one of the long sides?

Id think they would just output colder water. Maybe you'd need a steam->boiler->steam->boiler array. Or we could have superheated steam (>100 degrees to say 200 degrees, with no benefit to power plant output over 100c?)

Id think that 'condenser' steam engines could have less output, or cost more, etc.
