Allow assemblers to either use the basic science packs to build more complex science packs or break down more advanced ones.

They should be equal in terms of material and time required to build the one you want to get.

Example.
If you want to get Green Science Packs using red ones. The amount of red science packs required should be equal to the amount Copper and Iron (and assembly time) to generate a green science pack.

What's the point of directly building a higher tier science pack assembling line in the first place then?

higher tier science packs cost more complex resources... what would be the point in researching the technology required to build blue, purple, grey, orange or white(launching a damn rocket!) science packs if you can just make red ones, then combine them into green, then combine them into blue, purple, grey, orange and white?
