In one line:
an item placed at the side of the belt that speeds up the belt for the next let's say 5-10 tiles.

What exactly:
An item or items (size 1x1 or 2x2) placed at the side of the belt (like a rail stop or chain signal) that speeds the next x belt tiles.

Why:
You said Yourself that making belts more useful is a way to balance 'belts vs bots'. All normal buildings can have beacon placed next to them (which complicates the game == more enjoyment for players in late game). The same 'beaconization' could be applied to belts - it could solve certain bottlenecks (especially in compact designs). Why is it different than 'just buff belts' ? Because the extra cost/extra size needed/limited range can complicate the game 'in a desired direction'.
