how about a an condition in the train programmer that relates to fuel. either an over ride of go here when your fuel is low or as just another stop of wait here until fueled. or both
also functions for atomated connecting and disconnecting rolling stock would be interesting.

I also really want the developers to introduce a condition for fuel

Being able to read the fuel level with the circuit network would be nice too. Maybe train content on one color and fuel on the other.

I think that these suggestions would be the best solution to the problem:
viewtopic.php?f=6&t=49214 Train Entry-Condition
viewtopic.php?f=6&t=25944 Train station skipping conditions

There is a mod for this:
viewtopic.php?f=93&t=42162 [MOD 0.14] Train Coupler
At the end of that thread, someone posted an updated version that works for 0.15. However, I'm afraid that it has not been updated for 0.16.

Fuel condition would be really appreciated. However it is not really clear how should it be evaluated as trains can have multiple locomotives which can have different types of fuel each...

Wouldn't "inactivity" work in a fuel station?

Yep. Inactivity works just fine.
