Buffer (chest) wagon

What?
Same as the cargo wagon, but when stopped acting exactly same as the buffer chest which is stationary within actual locations logistic network.
Why?
Because this without any other compications (when we have regular buffer chest now available), this solves many situations with remote sites that could be supplied by train semi-automaticaly.
