Allow manual sending train to disabled station

TL;DR
"Go to station" button in train's menu should work even if the selected station is disabled at the moment.
Why ?
Station disabling is useful to set up automatic supply/refueling (a train full of supplies/fuel is scheduled to visit set of stations, and return at fuel pickup site; most of the time is sits idle because stations are circuited to be disabled unless there's supplies/fuel shortage), but with fairly remote outpost station if there's only disabled stations there - I'm forced to drive the train all the way manually.
