Make map zoom levels configurable

This refers to the following two recent changes in 0.15.11 and 0.15.12:
The zoom level at which the map switches from 'map view' to 'world view' was increased.
Zooming with the mousewheel in the map and zoom-to-world is less aggresive.

Idea:
Add the following two settings to the graphics game options:
- level at which map view changes to world view
- sensitivity (speed) of zooming in/out on the map
Why?
I have put over 350h in the single map. I have a factory that takes a few minutes to go from one end to another so I do majority of things remotely using multiple roboport networks. I often zoom out to see entire base and then zoom in to specific place to see the belts, robots, mines etc. Prior to 0.15.11 zooming in/out that much was doable with a single move of a mouse wheel. From 0.15.12, it requires 4 moves! So to get from one place to another I need to move the mouse wheel 8 times instead of 2. It is incredible nuisance and the only reason why I stayed on 0.15.11 and stopped downloading further updates.

Almost a year later, version 0.16 announced stable, and this issue still has not been addressed - neither in vanilla, nor it is mod-able :(

There are two mods for wider zoom, but they cannot use the mouse wheel:
- viewtopic.php?f=92&t=42519
- viewtopic.php?f=92&t=28639

In regards to "less aggressive" scrolling, I cannot find any mod.

I am really disappointed that you focus so much on short games... Maybe you should consider trying to play a few hundred hours on a single map?

Another year has passed and I think this deserves another bump.

I have tried to mod it myself, but the existing modding API is quite restrictive in regards to the map :( I have raised a modding interface request, but from what I have been told it might be difficult for you to achieve.

Could you please convert these two constants into configurable settings?
