Deconstruction Filter for Miners that ran out

TL;DR
A filter similar to "Items on the Ground" that matches miners without resources.
Why ?
Because it would make removing miners that can't work anymore easier...

This mod takes care of that issue, albeit a little differently than you are suggesting.
