A general way to see what available recipes currently use a specific Item.

What?

Probably an addition to the tooltip, or a "shift tooltip" that appears when the shift key is held down. The idea is simple. It shows what currently researched recipes use the given Item or liquid. As for Liquids, I can hover over their Icon in an Oil Refinery, Chemical plant, or my crafting menu to show this.
An alternative to this is a crafting recipe tree.

Why?

It's kind of a missing reference. Why do I have to check the wiki every time I forget what is the use of that specific Item? Or Liquid? If I make a factory to produce that Item all because I might need it in the future, I would like to know exatly what is the use of it. Without forward linking in Items, this game becomes a lot more "wiki bound" experience to me. And that's no fun especially in offline situations. Now that I have Factorio for one year, after 746 hours of gameplay, I still use the wiki to check some Items.

Seconded. I've had this thought multiple times in my first playthrough. It's hard when learning the game to do any sort of future planning without knowing what all an item can be used for.

Is it possible to mod this?

FNEI provides shows item usage. Ctrl-E to open the FNEI gui. left click on an item to see it's recipe(s), right click to see usage. viewtopic.php?f=97&t=49461

I believe they have something along those lines planned for 0.17.
