Request/Passive Logistic Chest

Essentially, this proposed chest will function as a collection point for items a la Requester chest, while at the same time allowing robots to take items out of the chest a la Passive Provider. For example, when used as part of a buffer, it would pull in 'loose' items in the logistics network, while allowing the player's request slots and Requester chests to both retrieve items from it. Bots would only be allowed to take items out of the chest to fulfill other requests in the network, and if placed near where the items are needed, it would shorten the distance bots need to move to supply Requester chests.
A lone Requester chest fails on this account because once an item is in a Requester chest it's not available to the rest of the network
A Requester chest feeding a Passive Provider would get the bots going in a loop, moving the items back into the Requester Chest forever, until there is enough items in the section to fill both chests, but as soon as items are taken out the bots start looping again.
This new chest would solve both problems.
