Some way to manage belt lanes.

Basically I think there needs to be a way to split belt lanes as opposed to the entire belt.

Splitters, underground belts, and some imagination are all you need to handle all kinds of weird and wonderful belt contraptions, but if you want to split a belt into its separate lanes your only choices are filter inserters (which cause the belt to loose compression) or side loading to an underground belt (which is hacky and unintuitive).

I propose three solutions, any one of which would work:

1) A "Smart Splitter" that allows you to close individual lanes either manually or via circuit condition. Possibly OP.
2) A single tile "Lane Controller" that allows you to shut off the left or right lane for the belt (once again either manually or by circuit). Possibly even more OP.
3) Allow shutting off a splitter's center two lanes. This would allow you to split lanes into belts, but would still be interesting to work with.
