Hot Bar Interface

Ok, so I do not understand the Hot Bar interface. Is there a mod for it and why its so funky?
I like to use the mouse a lot in most games instead of keyboard "shortcuts". Factorio is no exception so when I have items picked up and I want to switch to another a different item, I get UI errors saying "You can't do that".
Examples.
I have Item A selected that is not part of my Hot Bar Locked Items(I don't know how else to explain that)... Anyways. I have Item A selected and I want to select Item X that is part of my Locked Hot Bar items, what should happen is I grab Item X and Item A should go back to in to my inventory. What really happens is I get a huge error sound saying I can't do that. WHY? I should be able to grab any item on my Hot Bar regardless of if its on there or not, in the "right spot" or not. Same can be said about the weapons slot. If i need to grab ammo from whatever slot, or weapon I should be reached with an error of "that can't be placed there". Well yeah it can't be placed there but I want to pick up the ammo, and the interface should get that the Item I am currently holding should disappear back in to my inventory.
Ok with that type of thing outta the way next up is the Hot Bar Locked Items. If I have something locked on a bar, that item should always appear there. One example is picking up Item A then laying some down, then going to Item X but Item X isn't part of the Hot Bar Locked Items, so what happens is the Item A, which is part of the Hot Bar Locked Items, will go in to the slot that was previously occupied by Item X and then not even returning to Item As original Hot Bar Locked Slot. Not only that, the Hot Bar Locked Slot thinks there are no items there, which of course there are but in a different location. Which brings up another issue. If I have an item that is Hot Bar Locked, but isn't technically on the Bar but is in my inventory it should automatically select the item in my inventory, I should not have to click in to my inventory and then put it back on to my Hot Bar.
Anyways, I just don't get it. Is there a mod that cleans up Hot Bar Interactions or something?
