Factorio is a 2D game, but the textures look 3D, and vehicles move around and stuff and rotate. But the shadows just seem to stay in place and dont care where the sun is. Maybe you could have a quad, which has the shadow texture on it, and you just translate the corners around depending on the sun. Also, i know factorio is made up of tiles, but a lot of things look too square and jagged, such as when land meets water, it looks quite jagged, maybe you could have a diagonal texture of land, like the concrete in the FFF. Maybe tree branches could move in the wind. Water could have wave effects or some sort of movement. There could be cloud shadows that fly around, (this could be done by perlin noise or something).
I know this has been suggested before, but it really fits with everything i have been saying: weather. Rain, fog, water that drips and runs down machines etc. Fog would be great i think.

As already said, it is not very likely to be done for several reasons. I think the best is that the graphics of entities includes in most cases the shadow.
It's one of the mysteries of Factorio.

Are you talking about just the shadows or all of the other things he suggested as well?

The shadows. The idea is quite old, 2-3 years...

The other things: unlikely. It will cost CPU-time with low game enhancement...

I don't think water and tree animations would cost CPU time...
