Select used mods on game creation.

Rather than having to manually change the mods loaded when switching between two different maps which genned with different mods, how about moving mods to the create game menu, and refactor the Mods menu into displaying the currently available mods, opening the folder in which they should be added, etc.
That way, you could theoretically bundle mods into an exported map or scenario, and reduce mod missing errors.
