Train station: reorder schedule and condition lists

It'd be neat to have some up/down buttons at both lists to reorder the entries, since:
- for the schedule: one wants to reorder given entries to increase the overall network performance (manually solving traveling salesman) and you don't want to recreate all conditions for a given station
- for the conditions: since the order of the conditions is really important here it's nice to be able to reorder even several times if necessary without having to remove and add a condition every time. In case i want to insert a condition at the top of the list i even have to insert the condition to the 2nd slot, then remove the first one and after that insert the before removed one as the 2nd slot
