[0.13] Improvements on the ban system

The current ban system has a few major flaws that I'm hoping can be fixed.
  • 1. Bans are saved per map. Every new map you create for your server no longer contains the banned players from previous maps. A solution to this would be to simply have the ban system read/write to a txt file or something similar instead.

    2. Unable to ban before someone joins. With the current ban system you're unable to *preban* someone (banning them before they've joined the map). This mean that if someone joins the map and griefs you can't rollback to a save before they join and ban them so it can't happen again.

same goes for admins - as it currently stands we need to have a little get-together with all admins and previously banned players when we start a new save so we can promote and ban them anew

I'd actually prefer the minecraft route here, keep two files on disk "admins" and "bans" where we can enter the names regardless of previous join history.
