UI - Tool-tips/Browsable crafting menu while paused.

What:
Allow the crafting menu to be browsable and show recipe tool-tips while the game is paused.
Why:
Mainly so you can lookup/calculate things without your factory running full tilt in the background. I personally spent a fair amount of time calculating recipes ect. so being able to do this while paused would be great.
