[0.13] Modded Achivement Support

Suggest allowing localized Achivements. In addition to Global, between game achivements (Assuming that is how it works, since steam tends to work that way), allow you to get achivements for a singular game. If you already unlocked an achivement, allow it to be unlocked in each game. Additionally, if you have mods installed, allow achivements to be unlocked, but not apply to the global part. Also, allow mods to add achivements.
Ideally, also allow achivements gained with a modded game to be unlocked, but give them a different appearance, and hovering over them shows the modlist that was installed for it. Also ideally allow modded achivements to be seen globally as well, if limited or hidden in some way.

My game is modded, I'm not running steam, I still seem to be getting achievements.

This is pretty much how it works now,
Using mods doesn't disable achievements, just doesn't report them to steam, and stores their progress in a separate file
Achievements are defined by prototype, and mods can add any achievements they like
I guess some achievements should be per game, and others globally, the system might still be expanded in the future
