Sound plays on circuit condition

It'd be great if you could build a loudspeaker and have it play a sound/alert for a given circuit condition. This would be really useful for monitoring resources when factories get large. Sounds could be generic alert sounds or a voice saying things such as "resource low" or "chest is full" etc.

Mods can already do things like playing sounds, but I think mods don't have access to the alarms yet.
So what this needs is an access for mods to the alarm-interface.
I don't think this should be implemented yet into vanilla, before that I see 3-5 implementation as mod to test how that can work together.

Is there a mod that allows to play sounds based on network conditions? That would IMHO be enough for most use cases.
