I'm not saying it is impossible, but considering the game is currently designed to require a keyboard and mouse, to make it work on a touch screen system would require a considerable modification to the interface.
On top of that an iPad might not have the hardware requirements to be able to run the game. Also, I don't know if Alegro has an iPad port, Alegro is the graphics engine used.

I would be really happy to be able to play this game on iPad. Seems like Allegro runs on iOS and Android.

Imagine factorio on a 13" iPad Pro with pencil support... I would never get off the crapper again

Can check out the interface of minecraft pocket edition... Is very usefull for factorio.. The crafting is similar and also the movement

The chance for a iOs version are, as much as I would like to have, exactly zero.
Factorio is keyboard driven and Wube has by far not the technical resources to port the game to iOS.

I would not say "never", it will take some time and, yes, clearly there is currently no such developer.
Other problems are the used memory: there is "only" 4 GB of internal RAM. Just a relatively small world would match in that memory. I think also the memory bus is not the fastest - and that is quite important for Factorio.
