I'm not clearly understanding, what kind of limit you want to set.
Cool suggestion: Eatable MOUSE-pointers.

He wants to be able to restock the lost robots due to destruction.

Imagine you have an enemy attack incoming. The robots go out there and fix the walls. You had 100 construction robots in the network. The robots go and repair the wall, but 4 robots were destroyed. Now you have 96 robots in the network. He wants to be able to automatically inject 4 more robots in the network, but only 4.

If and only if you can detect the number of robots of each kind deployed in the network

With just that you could do it without combinators (just a wire to the smart inserter inserting them into the roboport)

Ah, now I understand. Well I think this number of robots per network should be available within the network inserters. They also wanted to make the roboports enable to "outsert" robots from the network.
