Enable circuit network for logistics chests with no red/green wires attached

Use case: make a passive provider chest that only turns on once it has over 200 processing units (for example)

Desired behavior:

* open the circuit panel
* turn on read contents
* toggle enable/disable, and then set condition as [processesing unit] > 200.

Current behavior:

* circuit panel is unable to be interacted with until at least one red/green wire connection is made.
* a purposeless connection must be made to another entity to achieve the desired behavior.

Yes, there should be able to making logic of logistic chest based on connection to logistic network
