Make Temporary Stops Count Towards The Train Limit

I would suggest that you make temporary stops count towards the train limit - or at least the option to do so for interrupt stops.
This would allow for simple generic delivery trains via interrupts, without sending 50 Trains to Iron Mines only because one Station needs iron. For now the only way this can be implemented - to my knowledge - is to use a global signal network and some signalling logic. However if all temporary stops count towards the train limit, we can set this up very simply by having one "deliver <good>" interupt, which will only send one train (or two or whatever the minimal train-limit between supplier and drop stations is), if there is only one station that needs something.
I don't think, that this should have any unintended side-effects, since temporary stops only come either from the player, (for which this mechanic should be non relevant) or from interrupts (where you can just split the interrupt in two parts, if you actually don't want this behavior)
