[2.0.13 SA] Platform ghost cursor should change based on inventory status

There's no indication of whether what's about to be placed has local inventory to support it or not. If the cursor changed to something else when it was going to ghost instead of build, the feedback would be helpful.
I don't have any more foundations here, but I can't tell that without going into the platform inventory.
