[1.0.0] Mining Drill keeps drilling on full belt

One single Electric Mining Drill keeps mining even when the belt is already full.
But it's not continuesly drilling. It drills for about the time it would take to mine one ore and stops for roughly 2-3 times that long. The status is changing properly from 'Waiting for space in destination' to 'Working'. It looks like one ore is pushed onto the belt.
Also strange: The drill next to it (on the right) has the status 'working' but is not (at least not animated.)

Setup explanation:
It's a WIP and the are only 2 inserter (and furnaces) taking from the belt (at the very same time). The one Mining Drill futher down is enough to supply them.

Due to transport line update order, line in the back is being updated to move single items and when splitter ahead starts updating belts feeding it, update order for one tick is opposite because far transport belt was already updated so tiny gap is created. Mining drill is able to insert iron-ore into that gap.

May be related to 65493. As for me this is minor issue.
