[0.18.16] Minor graphical bug, the bottoms of cliffs overlap parallel belts

Hi all, just found a minor graphical issue, which is the bottom edge of cliffs sit
above belts that are running directly parallel to the bottom edge.
See the below image for how it appears in game.
