I tested this for Sparr in Vanilla 0.17.43 and can confirm. This behaviour definitely doesn't look right.

Does the station work or is it like bad signals that are there but get ignored and blink?
Does the build order matter?

Blueprints building generally allows more things to avoid problems related to different orders of building (building rails first, building stop first, building stop next to rails marked for deconstruction etc.).
So in this case, I'm just going to move it to won't fix as you can't easily build it by accident if you are not trying to make invalid blueprint on purpose.

Shouldn't the construction bot hover over the place trying to build the last conflicting piece and fail? They do when they wait for a deconstruction job or when fluid mixing would happen and such. Seems like the above blueprint should end up with a bot hovering too.

I built this manually by accident first. The blueprint was just so I could post a bug report.
