Laser turrets 'max' consumtion is actually the 'average'

With laser turrets the 'max energy consumption' that is displayed in game is actually 'average consumption over time while firing'
this for obvious reasons is very misleading and incorrect as the 'maximum' the game tells you is around a fifth what the actual maximum drain of the turret is from examining the power charts one turret causes 15.4 MW spikes meanwhile the game says 3.26 MW max. and can make a great deal of hassle on smaller ships whom use laser turrets and don't pack an energy grid that won't get messed up by those 15 mw spikes. Over time the drain while firing is around 3.26 MW meaning this is the 'average' of the turrets energy usage.
Either making the turrets energy consumption more continuous when active or adjusting the tooltip accordingly would help fix the issues brought up by the misleading and incorrect tooltip.
