An unexpected menu on top of the forum top part has appeared (whatever browser I use), and it doesn't seem to match the style pf the rest of the page :
Is it on purpose ?

It looks even worse on mobile.

Well your version is (roughly) consistent with the header at factorio.com and mods.factorio.com. Funnily enough I can replicate yours on desktop Safari, Chrome and Firefox, and my version only appears on mobile Safari and the new Chromium-based (desktop) Edge.

I have tried with Chrome, Firefox, and Edge Chromium on my desktop. I never browse forums from my smartphone

I think this banner is actually pretty useful. It makes the forum more consistent with the website and the modportal and gives easy access to them. Until now you couldn't access the modportal directly and the wiki was hidden in a drop down menu.

It had a few iterations and now look okish.

The logo and link in the forum header look redundant now.

I'm not saying it's useless, all the contrary. Just that is doesn't match the overall style. Blue and eggshell while all the rest is grey, and orange does not fit well.
Also, I'd expect it to be present exactly at the same place on the 4 pages, but it's absent from the wiki pages, and it's not located at the same position on the forum, and in the mod portal/website.

It is on the wiki now. I guess it took a while to have it added to all the different sites.

Now, the differences in fonts and colors are quite obvious :
