I tried to send a response as shown twice - it still hangs in the outbox. When trying deleting the double message one gets a error message

PM work in a very unintuitive manner. IIRC, messages stay in the outbox until read, then are moved to sent.
It's not like an email, more a bit like a forum post ... but private.
