Does it bother anyone else that the font the forum uses makes the tilde (~) look just like a minus sign (-)?
Or is it something with my configuration?

This is how it looks for me:

although if I make the font really large there is a difference.

What OS are you using and what font does it use?

Wow both characters have a clear difference in size, but they can surely be mistaken if you're not used to it I guess.
What OS are you on, and what font is your browser using ?

I'm using Chrome on Linux. As far as I can tell it uses "Trebuchet MS", which is the font specified by the stylesheet used by the forum:

That being said, this is how OpenOffice writer renders "Trebuchet MS" on my machine:

I'm not sure if it's not actually the same font, or it's just subpixel hinting, combined with the small font size and similar colors of foreground and background in the forum.

Do you use ghostery or adblock? It seems like your browser doesn't render proper font due to Google Fonts being blocked.

I do use adblock, but I just tried disabling it and reloading, and it looks exactly the same.
Also, note that the browsers is using the exact font specified in the CSS (Trebuchet MS). I think it is a matter of Chrome's scaling and subpixel hinting, as I have no other explanation (zooming in makes the difference more pronounced).
