Not really, at all. Not everyone will migrate to steam, and it would be short-sighted to rely on steam workshop for mod distribution and stuff when not all your players will be on steam.

I talk about Workshop from steam, i talk about factorio, only factorio...

A mod repository seems to be planned, and it shouldn't be on Steam afaik.
