not sure what is causing it, but i double checked that mod settings had additional axes checked and even tried toggling it. both new games and reloaded saves, none of the new axes show up.
mod list attached in case it helps.

you don't seem to have bobplates or bobores on your list. as a result you won't have any new mining axes, because the materials they're made from won't exist.
