Minimun module values

In Factorio version 0.14 i set the productivity module base value and value per level both on zero in the config mod. This made it so that all productivity modules gave no productivity at all.
In Factorio 0.15 the values that were set in the config are now set in game. But there i can't set the values to zero. The minimum is 0.01. Can this be changed to allow zero?

It's 0 for starting and 0.01 minimum for per level isn't it?
Q: What would be the point of having a productivity module with 0 productivity?
Give me a reason and I'll consider it.

We don't want to use productivity modules, but we do want to use the other modules and the military mods. Some of the items from the military mod need productivity modules to create them. Removing the productivity modules would also be fine with me, but i assumed other mods would then break. In the previous version this was easy to configure so that it worked in a way i was happy with it.
So basically the reason i want the productivity modules to give zero productivity is because i don't want to use productivity modules.

I'd like the ability to set some of the per-tier bonuses/penalties to 0 just so they can have "flat" values that don't change per tier: e.g. I'd like to set the speed penalty (used for productivity) to 0.15 base, 0 per tier, to match vanilla where all tiers of productivity impact speed by -15%.

I thought penalties already did have a minimum of 0 per tier, it was just bonuses that were minimum of 0.01 per tier.

Doesn't look like it in the current version; I couldn't set speed penalty to <0.01.
