The page for the Download API has the current opening text:

This API allows you to download official releases of stand-alone Factorio from the Factorio servers. It's not so much of an API as it is web scraping, but it's documented here for completeness. Please update this page if you utilize it and the information becomes outdated. Also note that's there's a separate, (semi)official API for upgrading between releases, which should be used when possible to lighten the load on the Factorio servers. (I'll document that later, promise!)

According to the version history, the promise to document the upgrade API has been there since the first version of the page (written by Lexxy Fox). Link here.

Will this API be documented, or should the promise be removed from the wiki?

Hey, the download api page and associated pages (mod portal api page etc) aren't considered "official documentation" (see e.g. viewtopic.php?p=494218#p494218), so it's in the hands of the community to update them/keep their promises.
