but when i see 0.16 roadmap, they give small feature. (only rework, since dirty mining canceled)

Because there is no big feature apart from optimization and UI planned for 0.16. 0.16 will become 1.0 when stable, they have set what they want in the game for release.

Yes, but it will probably take another month (my guess is end of July/beginning of August) to get 0.15 Kovarex stable... and then when they released it to the stable branch a truckload of people will report another wave of bugs the experimental build players haven't experienced yet, so they will have to focus on fixing that first, which probably takes another month, so they can't fully focus on 0.16 development.

And of course the development of 0.16 will also take longer than expected even without the amount of features 0.15 had. Especially if they want to improve on the UI for 0.16 which is probably not a small task even if in the end it doesn't look like a lot of work to the players. Of course the development probably won't take as long as 0.15 took because the projected feature list is short, but you can still expect it to be several months of work.

Trust me I'm here almost from the beginning and from experience with the past update schedule and the amount of time it really took I already know that Christmas or early 2018 is a pretty realistic guess. Honestly if they make it happen faster than that I would be surprised and would fear that they did a sloppy job.
