Sharing blueprints between saves?

How do I get the blueprints into shared storage that I can use between saves? I can create blueprints and put them into shared area for the game, but they are not visible from other saves. One of the FF articles showed "user's storage" section in the blueprint library, but I can't figure out how to enable that.

Drag and drop a blueprint book into the empty space below the buttons on the "My blueprints" side of that same window.
