Huh? It was available this morning. I played it at 6am CST. Has that changed?

Works fine for me.
I just closed and reopened Factorio with no trouble.

I did have trouble with it when I first got the game though. It would just sit at 'synchronizing' any time I closed the game.
Right click the game, select Properties.
Go to the Updates Tab, uncheck the box at the bottom for "Enable Steam Cloud synchronization for Factorio"

Steam is working fine AFAIK.

TouchTheSky is probably talking about Steam keys for players who bought the game on the website.
Until a few days ago you could generate a key on your profile page, but this has been disabled for now.

Basically a frauder buys the game (possibly many times) with stolen credit card and then sells the steam keys.We are working on solution to this which would require a steam login here on the website in order to retrieve the key. This doesn't influence the users but should bring the amount of frauds to minimum.Once this is programmed (should be very soon) we will resume the functionality to obtain steam keys.Thank you for your understanding.

I would think that just forcing a month wait would solve an issue with stolen credit cards.
It gives time for the owners to discover their cards were stolen and get the charges cancelled.
Then the dev's could cancel the account used to make the purchases so the fraudster couldn't get the keys to sell.
