Question about scenario pack

Is the scenario pack from the second tier eventually going to be made available for first tier customers or will it remain exclusive?
I am wondering what is going to happen when the game is completed.

You can upgrade your account to have access to the scenario pack, but i don't know if it will be available for first tier ever.

To be honest, we are not decided about this yet. It depends on other factors as well (sales in the future, if we get on steam).
