The stone and concrete tooltips say that 'it can also be used to mine any kind of path'.
What does that mean?

You can only remove placed path with robots or while holding either path. The tooltip stresses that you can remove a path whilst holding the item to place it.

You can also use the concrete to terraform water into land.

Occasionally it terraforms land into water instead.
