Is the new stack inserter part of the space age mod?

I want to play the game with the quality and the new stack inserter but not the new planets. Is that possible?
If I understand it correctly the quality and elevated tracks will be separate mods that you can play with without the planets. The problem is that the new stack inserters is there to handle all the extra speed and productivity from the quality mechanics, so it would make sense to have them together with quality not the planets.

They are, but you can expect a standalone mod to add them to base game (for owners of SA) to be made before long.

I don't think the functionality can be replicated in an UPS efficient way with LUA and the mod API. So they have to use The space age mod and strip away everything but the stack inserter.
It would be much better if Wube moved stack inserter to it's own mod or as a part of the quality mod. The space age mod is supposed to have an dependency on the quality mod so it should not affect the game when playing with the Space Age mod. I think like most that will play with quality and not the planets wants the stack inserters.

AFAIK, it is possible for other mods to request the DLC feature flags be enabled without enabling the official DLC mods. So you can create a standalone mod that requests the feature flag to enable stack inserters, without needing to actually enable the Space Age mod. It will still only work for (and will only be downloadable by) players who own the DLC.

From what I understand, that's only partly true. The insane machine throughput comes not only from quality modules, but also productivity tech and different crafting machines (eg.
foundry, EM lab
) that are SA only. You'll only get part of the insane machine throughput mentioned from high quality speed/prod modules.

Regardless, like everyone else has said, modding this in without bringing in the rest of SA should be simple for anyone with access to the SA binary.

https://mods.factorio.com/mod/stack-inserters there you go :) it functions just like the elevated-rails and quality mods - it will only work if you own SA, but SA does not have to be enabled.
