Is this missing on purpose? All of the others from 1 to 19 (excluding this file) are in the base/sound folder.

Nothings is missing, the names are just little confusing as construction-robot-11 to 19 are used by logistic robots. You can look at it as two sets of 9 sounds instead of one set of 19 sounds with number 10 missing.
