Nope. Test it with 2 assembling-machine-2 and 5 solar panels, they run at full speed and don't pay any drain.
Yes. Tested it with one AM3 and an EEI producing 6458J/t (i.e 387.48kW) and the tooltip gets a yellow energy bar. Projected consumption of AM3 is 375+12.5=387.5, thus in my test
drain is required for 100% production. At 6459J/t (i.e. +1J/t) the bar turns green as expected.

Well meh. It even says "low power" in the status. But according to the statistics produces at full speed with 6250J/t. If i was in the mood i'd post a bugreport.
Gonna be more difficult to harvest this for inserters with their wavy consumption though.

We could sky rocket the challenge by using nuclear fuel, we should reach about 8.3 GW (quick and dirty calculations, including drills consumption and everything intermediate) but with an insane amount of centrifuge to produce as much as 548.26 nuclear fuel per minute.

Absolutely devilish. But how do you synchronize the beacon power system with the game UPS clock?

Beacons don't use a global game clock, they have their own clock that starts when they are constructed.
