when hosrting a server or hosting from the game my friend is unable to join me and i am unable to join him i can join the server with no problems and play with no lag but he just gets a connection error "no response from the server"

This is not exactly a solution, but a great workaround: have you tried Factorio Zone?
It is completely free—funded by donations—and should have a great connection to most places as it runs on AWS servers.
