Massive save file size caused by electric-network-manager in modded game

According to the line 5811.419 Info Serialiser.cpp:39: electric-network-manager 161105kB, electric-network-manager seems to use far more space than I expect. Although this particular save is loaded with things doing stuff, attempting to destroy everything that uses electricity via throwing around atomic bombs does not reduce the size used by electric-network-manager. In fact, it goes up.

I have no doubts that a mod somewhere is causing this issue, but I cannot determine which. Googling "electric-network-manager factorio" also gives me nothing good.
Does know what could be causing this? Maybe it is even normal?
