[1.0.0.54889] Windows Server 2019 - ReFS on Storage Spaces - Error FileUtil

[1.0.0.54889] Windows Server 2019 - ReFS on Storage Spaces - Error FileUtil

I have Windows Server 2019 (OS Build 17763.1554). Factorio (v1.0.0.54889) is installed via steamcmd on a ReFS formatted Storage Spaces array for running as a server. When I attempt to launch the server, I get an "Error FileUtil.cpp:457: Couldn't remove *\config\player-data.tmp.json: The request is not supported" log message. Presumably, the ReFS filesystem is the issue as I can move the instance over to an NTFS formatted temp drive and it works fine. That being said, I'm confused as to why ReFS would cause problems. Any help would be appreciated.
