17.79 stable this is but same on 18.9 on other server that it can't reach that are working for others

Fragment 0000 failed too many times

could this be caused if the server host is a shared server or due to port forwarding , its quite annoying as everyone els can connect but not me (tethered using my 2 other phones one of )them is IPV6 enabled and it happens on my laptop as well) its been going on for a long time

That message is just a cryptic way of saying no response was received from the server. In other words the UDP packet with the connection request that was sent to the server got no reply, either because it was lost on the way to the server or the reply from the server was lost on the way back. This can be caused by anything from wrong ip/port, firewalls, incorrect port forwarding, internet filters, and more. I don't have more specific advice than do the usual network troubleshooting like ping the server (assuming it's pingable.)

It's a bit annoying because it's doesn't seem to stop most others from joining (I attempt from laptop and 2 mobile phones different network one ipv6 enabled) it probably is just port forwarding not done as streamer 2 days ago restarted his router and it lost the port forwarding and preventing me from joining him (even tried vpn to usa and Canada still getting can't reach host)

Seems to be more so if the host is from Canada

It's quite annoying that does not affect everyone

I don't get fragment 0000 failed too many times, but in 0.17.79 at least, I can't join someone who's running Steam if I'm using the client from factorio.com. It can tell me to sync mods strangely enough, etc, but then it can't calculate ping (looking at lobby), can't connect by lobby, and can't connect directly by IP.

The steam client has the ability to use steam's networking in order to get around firewalls and NAT in the case where these are not set up properly or blocking the connection, the stand alone version does not have this capability.

Not sure if that's true as steam version was doing same thing (all steam does is launch the game with a connected steam id nothing els)

The steam networking is only available if the server is also hosted using the steam version. I'm not sure if it's possible to use the steam networking with the dedicated server mode.
