Every time you log in to a known server map, you need to download it again.
I have a server with a small bandwidth . Every time I log in to the server, the map needs to be downloaded again, although I save it locally.
Why not download the new content separately,On the basis of the old map

To make this work the server would need to keep copies of all saves all clients make and make a diff file when the player joins back based on what save they have. This diff file would not be that much smaller than a regular save and the amount of saves the server would need to keep would be massive. Basically not worth the effort.
